Agilefant is a web-based tool under active development (latest release v.3.2, 2013 April 17).

It is quite rich in features and allows to create products, projects, iterations, user stories (estimated in points), tasks (estimated in hours), and allows to log spent effort for each of these objects. Iterations can contain stories from multiple projects (very good thing to have).

Project progress is measured using a burn-up chart (shows points done vs. planned project scope in points), while iteration progress is measured using a burn-down chart.

Agilefant has also a simplistic portfolio view where you see progress of selected projects, iterations, and workload of key people. Well, in fact it is a Dashboard, not a Portfolio.

Agilefant allows for an infinitely nested story hierarchy, meaning that you can refine larger epics into features and on to stories that fit in an iteration. Only leaf stories (that is, stories that have no children) can be planned into future iterations, which is a resonable restriction.

In general Agilefant is quite easy to grasp, though there is no simple tutorial available.

I reviewd Agilefant several years ago. Now it matured and supports multi-project environment better. Still the lack of integration, customization and Kanban support make it unideal choice for large projects with many teams.
